PUBLIC HEARING MINUTES


April 25, 2011
7:30 p.m.

South Windsor Council Chambers

PURPOSE:        To receive citizen input on the Proposed Water Pollution Control Authority Budget

Mayor Pelkey called the Public Hearing to order at 7:30 p.m.; and requested that the Clerk of the Council read the call of the meeting (a copy of which is attached hereto).  There were approximately four (4) people present in the audience.

Mayor Pelkey asked if there was anyone from the public that would like to speak.

Mr. Don Gonsalves, 40 Bayberry Trail came forward and stated that he had reviewed the budget over at the Library and would like to know why this budget only has $2,661,000 when he calculates $2,985,000 with a fee of 288.00?

Mr. Galligan explained that the budget is broken out between operation and maintenance, capital and debt service.  The total fee’s collected pay for all of these items.  Mr. Galligan felt that the operation and maintenance is $2,726,000 but would check on the budget in the Library.

Mr. Gonsalves then questioned in the wages and salaries item, is that the actual salary of an employee?

Mr. Galligan answered saying yes that the number under that item is the actual salary.  Benefits are in a separate portion of the budget.

Mr. Gonsalves then discussed the fringe benefits stating that this is an area where there have been large increases.  Mr. Gonsalves then requested that this item have a public hearing.  He also requested that information on the reserve account be made available to the public.  Mr. Gonsalves questioned why the Town could not look at the possibility of getting a performance bond on the payment of $1.7 million dollars that is due in 2013 and then requested that any decisions that are made regarding the Sewer Treatment Plant be made available to the residents of South Windsor so the public will know how certain items are being paid for.

The public hearing was closed at 7:40 p.m.
